The Major Projects Agreement (MPA) provides an employment framework for the largest mechanical and electrical projects.

The MPA was adopted by BAA for the Heathrow Terminal 5 Programme from December 2003 until February 2008. The MPA contributed strongly to the completion of the new Terminal to time and budget. Over 9.7 million manhours were worked without any loss of time to industrial action. The Agreement was used by 33 suppliers, with a peak labour force of over 2,200.

Baker Mallett, the Independent Auditor appointed by the MPA Forum, produced an End of Programme Audit Report which sets out a full summary of the application of the MPA at Terminal 5, including Key Performance Indicators. (Click here to download report PDF).
